Riyadh Cooling Project Explained: Recent Updates

Riyadh summers are brutal. Daytime temperatures regularly hit 45°C, and the city’s concrete surfaces trap that heat well past midnight. For decades, the default response was to run more air conditioning. 

Saudi Arabia is now changing how the city itself is built so it absorbs less heat in the first place. The Royal Commission for Riyadh City has launched the Cooling Riyadh Project, a city-wide initiative targeting a surface temperature reduction of between 8°C and 15°C on roads, walls, pedestrian walkways, and open spaces. 

Why Does Riyadh Have Such a Severe Heat Problem?

Riyadh’s heat problem comes from two compounding factors: its desert climate and its rapid urban growth. The city sits in the Najd plateau, where summer temperatures are extreme and direct sunlight is intense for most of the year.

When natural ground cover gets replaced by concrete, asphalt, and glass, those materials absorb solar radiation during the day and release it as heat at night. Cities end up significantly hotter than the land around them. The denser the urban fabric, the worse the effect. Riyadh has grown from roughly 2.5 million people in 2000 to over 7 million today, and that growth brought enormous quantities of heat-retaining infrastructure with it.

The result is a city that stays dangerously hot even after sunset, which limits outdoor activity, raises energy demand, and creates real public health risks. Planting trees helps, but it does not fix the underlying problem. The surfaces themselves need to change.

What Is the Cooling Riyadh Project?

The Cooling Riyadh Project is Saudi Arabia’s attempt to lower urban temperatures across the entire city. The Royal Commission for Riyadh City is leading the initiative, with Greek consulting firm PLANET appointed as the lead consultant in May.

Most urban cooling projects elsewhere focus on a single district or a single method. Riyadh’s project covers material standards, urban planning guidelines, street design, water features, and vegetation across the full metropolitan area simultaneously.

What Will the Project Actually Do to Cool the City?

The project will cool the city by changing how its surfaces handle heat. Roads will use reflective materials that bounce sunlight instead of absorbing it. Open water channels and evaporation ponds will cool the air around them. Trees will be added to provide shade and release moisture, and buildings will be required to use cool roof materials that reflect sunlight and reduce heat transfer indoors.

This goes beyond what tree-planting alone can achieve. The Green Riyadh Programme‘s afforestation targets address vegetation cover, but they do not change the thermal properties of roads, facades, and rooftops. The Cooling Riyadh Project targets those hard surfaces directly, which is where most of the heat problem in a city like Riyadh actually comes from.

Who Is PLANET and What Is Their Role? 

PLANET is a Greece-based project and management consulting firm. PLANET’s scope covers three areas: developing a comprehensive city-wide cooling strategy, preparing urban planning and building material guidelines, and identifying five pilot districts where cooling solutions will be tested and evaluated before broader implementation.

Over 12 months, the firm will study Riyadh’s heat patterns, assess sites, analyze data, and produce a practical roadmap to reduce urban heat.

The Cooling Riyadh Project will generate real procurement activity: new surface materials, water infrastructure, environmental monitoring, construction work across five pilot districts, and eventually a city-wide rollout.
